The northern wall of the building is lined end-to-end with a subway-inspired tiled mosaic mural, featuring various New York City icons. Locating all check-in and passenger screening areas on the third floor enables the terminal to continuously adapt to evolving technology. Under this plan, old facilities are demolished only as new facilities are completed to ensure the airport – which handled a record 31 million passengers in 2019 – never loses capacity. For example, the new Headhouse sits in the footprint of what was the old P2 Parking Garage. To make room for the Headhouse, Skanska first constructed a new, seven-story Terminal B Parking Garage – which opened in February 2018 – allowing for the demolition of the old facility. While the old terminal building did have a food court, modern security needs meant that it sat outside of security where most passengers did not go. Step into the facility from the parking garage or bus stop and you are greeted not by low ceilings, dim lighting and cramped check-in areas, but by a comparatively enormous main hall flooded with natural light with actual room to spread out.

For example, during the demolition of the original parking garage, the Skanska-Walsh team was able to recycle 21,604 tons of concrete from the demolition of the original parking structure. Of this recycled concrete, 2,475 tons – roughly five million pounds were reused on the adjacent job site. The P3 model employed for the redevelopment allowed Skanska to work closely with the Port Authority, LaGuardia Gateway Partners and other stakeholders to implement industry-leading sustainability practices across all aspects of the projects. The team developed a series of three-dimensional models – as well as 4D or time-dependent models – to develop the project phasing that visualized both the new airport layout and how the existing structures and roadway networks would be staged and modified over the project’s duration. With the schedule in place, Skanska used 360-degree photography and laser scanning to capture accurate, real-time construction updates. These allowed the team to measure progress, work collaboratively with subcontractors to resolve construction challenges, and coordinate work across different areas of the project site. The four-story, 850,000-squear-foot facility houses passenger services and amenities, including airline check-in, baggage drop-off and pick-up, and security. The steel-framed terminal, with its linear, precisely articulated, and dynamic form, presents a modern, cohesive face to both the landside and airside.

As needs change, this location will give Terminal B the adaptability to accommodate evolving security screening and technology. Instead of providing rigid parameters for each of its airline tenants, the ‘common-use’ design allows airlines to move easily within the terminal, expanding or shrinking their footprints within the terminal. The sustainable design strategies in the new Terminal B, which is targeting LEED Silver certification, include generous use of non-glare daylighting, passive shading, natural local materials, and storm resiliency. The innovative island-and-bridges concept was the key factor in that success, enabling the construction team to build the new headhouse, concourse, parking garage, roadways and two miles of additional taxiway with minimal disruptions. In developing the island-and-bridges scheme for the design competition, HOK’s architects and structural engineers first needed to quickly determine whether building two 450-foot-long steel truss bridges connecting the headhouse with the concourses housing the gates was a viable option. Terminal 6 will be refreshed as part of a $230 million modernization project that began in early 2021, creating more space for passengers and bringing upgraded technology to the building following two projects that were completed in the 2010s to renovate the ticketing lobby, bag claim and concourse areas.

The new Headhouse resides on the site of the old West Parking Garage, which was replaced with a seven-story, 3,100 space Terminal B Parking Garage that opened in February of 2018. With the opening this week of the new Terminal B Arrivals and Departures Hall (also known as a headhouse), Governor Andrew Cuomo’s vision for a unified LaGuardia Airport is becoming a reality.
